Mr. Swanstrom is a retired career Marine officer. He served
from 1973-2003, retiring as a Colonel in February of 2003.
He commanded at both the battalion and group levels in
combat engineer and logistics organizations. Staff tours
included service on the Joint Chiefs of Staff, as Chief of
the United Nations Division of the J-5, Strategic Plans and
Policies Directorate, and Director of Facilities at Marine
Corps Base, Quantico. He is a combat veteran of Desert
Storm, where he received the Bronze Star medal. He joined
the Defense Advanced Research Projects Agency in February
2003. Mr. Swanstrom holds a MA degree from Central Michigan
University, and a MS degree from the Industrial College of
the Armed Forces.
Abstract of Presentation/Publication
Another source of sizable funding for biotechnology
companies is through DARPA grants. These grants focus on
novel and advanced technology applications that have special
relevance to the mission of the armed forces. Mr. Swanstom
will overview the DARPA program with specific emphasis on
the critical aspects of white paper and proposal
preparations in response to solicitations.
